TITLE: STUDENT GOVERNANCE
Student governance is authorized by Board Policy 7015. This rule describes the purpose, selection of students to serve, and the funding of the student government which represents students.
THE ASSOCIATED STUDENTS OF LINN-BENTON COMMUNITY COLLEGE
Students taking credit classes are considered members of the Associated Students of Linn-Benton Community College (ASLBCC). Members of the ASLBCC have the right to organize a representative organization for the purpose of advancing the quality of the student experience at LBCC.
STUDENT LEADERSHIP COUNCIL
The LBCC Student Leadership Council (SLC) acts as a representative organization of the ASLBCC. The SLC serves as a liaison between students and the administration, assists students with advocacy and lobbying for a variety of student interest topics, and represents the student body in committee meetings and at college events. The relationship between the SLC and the administration is documented in an agreement of understanding and reviewed each spring in a meeting between the incoming SLC, the College president, and other invited staff.
Selection of Students to Serve
The ASLBCC shall establish a process in the ASLBCC Constitution and By-laws for the selection of students to serve in leadership roles in the SLC. The College will assist in determining that students meet academic and student conduct check requirements for each SLC position. The selection process will be conducted in a manner supportive of the learning environment and inclusive of all members of the ASLBCC. The selection process will be designed in collaboration with the College.
The SLC will establish in its Constitution and Bylaws an organizational structure to serve the representative and programming interests of the ALSBCC. The Constitution and By-laws will define SLC positions and duties.
Dedicated members of the SLC are responsible for developing and implementing activities that support the social, cultural, recreational, emotional and spiritual development of students.
SLC members are expected to participate in leadership development and civic engagement activities as part of their educational experience.
The SLC shall ensure that students are appointed to College committees and councils where student representation is designated. When the College establishes ad hoc committees or task groups that benefit from student involvement, the College will work with the SLC to have eligible members of the ASLBCC appointed.
Members of the ASLBCC pay an ASLBCC fee based on enrollment level and a rate recommended by the SLC and approved by the Board of Education. The SLC member responsible for budget management receives training from the College concerning Banner reports, cash management, fundraising, expenditure approvals and limits, and other finance and budget topics necessary to be in compliance with College policies and procedures. Failure to follow established College policies and procedures may result in the freezing of SLC accounts until the College is satisfied that effective corrective measures have been taken.
The SLC will follow an annual budgeting process that is approved in the ASLBCC Constitution and By-laws. The process will coincide with the College's annual budgeting process. The SLC budget will be available for public inspection.
The ASLBCC fee may be adjusted by garnering the required level of support from the ASLBCC membership as established in the ASLBCC Constitution and By-laws. The SLC makes a recommendation about the enrollment levels and related fee rates to the College president and is subject to Board of Education approval. The recommendation shall include evidence of ASLBCC support, rational for the change, and a budget reflecting the impact of the change in the fee.
Members of the SLC will receive SLC grants for their service. The ASLBCC Constitution and By-laws specify the distribution of grants per SLC position. SLC members receive the amount for which they are enrolled up to 12 credits. Grants are based on the in-state tuition rate. Students are responsible for all fees, including general fees and the ASLBCC fee. The College verifies each term that students meet academic eligibility to receive grants.
