BYLAWS OF THE ASSOCIATED STUDENT GOVERNMENT
OF LINN-BENTON COMMUNITY COLLEGE

ARTICLE I: ASSOCIATED STUDENT GOVERNMENT

Section A: The Associated Student Government of Linn-Benton Community College (ASG) shall consist of eight (8) members as outlined in Article V, Section A of the Associated Students of Linn-Benton Community College (ASLBCC) Constitution.

Section B: The role of the student government members is to ensure that all matters brought before the ASG will be beneficial to the ASLBCC, to keep in close contact with the faculty and students in academic units, to act as public relations representatives for the ASLBCC, to monitor monthly ASG budget expenditures and to serve on campus-wide committees. The duties of the non-divisional representatives and special qualifications for ASG members shall be as follows:

Student Body President:

· To serve as the spoken and written voice in the capacity of an Executive Officer of the ASG and to model the standards set forth by the ASG.

· To post and distribute the ASG meeting agenda 24 hours prior to the meeting

· To chair all ASG meetings or delegate this responsibility in an absence.

· To designate students to represent LBCC to positions of alliance, affiliation, and memberships.

· To meet weekly with the SPB Team Coordinator and advisor.

· To serve on at least two college wide committees.

· To attend a minimum of one leadership retreat per academic term.

· To participate in a minimum of 2 leadership credits per year.

· To take action, after consultation with the ASG advisor during periods of intercession, and to report on such actions to the ASG.

· To maintain and record a minimum of 5 office hours per week in the SL&L office.

· To maintain a minimum of 8 work hours per week including office hours and meetings.

Student Body Vice President / Center Representative

· To monitor and make recommendations regarding the ASLBCC budget.

· To coordinate student committee assignments.

· To serve as President pro tempere in absence of the ASG President.

· To meet weekly with the SPB Team Coordinator and advisor in the absence of the president.

· To meet with the center directors, (Benton, Lebanon, and Sweet Home) once a week on a rotating basis.

· To set up (make room reservations, publicize, etc) all ASG meetings at the centers. (Benton, Lebanon, Sweet Home)

· To host one student oriented event at each of the centers (Benton, Lebanon, Sweet Home) each term in coordination with SPB Center Representative.

· To serve in the capacity of an Executive Officer of the ASG and model the standards set by the ASG.

· To serve on at least two college wide committees.

· To attend a minimum of one leadership retreat per academic term.

· To participate in a minimum of 2 leadership credits per year.

· To maintain and record a minimum of 5 office hours per week in the SL&L office.

· To maintain a minimum of 8 work hours per week including office hours and meetings.

Public Relations Secretary:

· To record and distribute ASG meeting minutes within 48 hours of the meeting.

· To prepare written correspondence related to ASG business.

· To maintain an efficient working relationship with LBCC publications.

· To coordinate press coverage for ASG activities and members. (Including student newspaper ads, event flyers, correspondence, etc.)

· To coordinate mascot appearances and completion of rental contract.

· To coordinate public relations activities for ASG.

· To attend one regularly scheduled ASG meeting per week.

· To serve in the capacity of the Administrative Officer of the ASG.

· To serve on at least two college wide committees.

· To attend a minimum of one leadership retreat per academic term.

· To participate in a minimum of 2 leadership credits per year.

· To maintain and record a minimum of 5 office hours per week in the SL&L office.

· To maintain a minimum of 8 work hours per week including office hours and meetings

Division Representatives:

· To submit weekly reports on progress with committees and duties.

· To serve as a communication link between the division and the ASG.

· To meet regularly with division dean(s) and department chairs.

· To serve on at least two college wide committees.

· To attend each regularly scheduled ASG meeting.

· To attend a minimum of one leadership retreat per academic term.

· Communicate regularly with student clubs and organizations in the respective divisions and report activities to ASG.

· To participate in a minimum of 2 leadership credits per year.

· To maintain and record a minimum of 3 office hours per week in the SL&L office.

· To maintain a minimum of 5 work hours per week including office hours and meetings.

Section C: If a student has served as an ASG member for four years plus any part of an additional year, he/she may not run for student government during a regular Winter election or be appointed to another position. After a resignation by any member of the student government, that person will not be eligible to re-apply to the ASG, except in the case of serious or compelling circumstances, as determined by the Dean of Student Services in consultation with the ASG advisor.

ARTICLE II: TUITION GRANTS AND OTHER REIMBURSEMENTS

Section A: Tuition grants will be distributed, at the beginning of each term, by the Director of Student Leadership Outreach and Retention upon the completion of each student’s duties as outlined in the ASLBCC constitution and ASG bylaws. Full tuition grants are equal to 12 in state credits and half tuition grants are equal to 6 in state credits. The disbursement will be as follows unless otherwise approved by the ASG advisor.

· President Full tuition grants Fall, Winter and Spring terms.

· Vice President/ Center Rep. Full tuition grants Fall, Winter, and Spring terms.

· PR Secretary Full tuition grants Fall, Winter, and Spring terms.

· Representatives Full tuition grant Winter and Spring term.

Section B: Tuition grants for ASG members appointed after the start of a term will be awarded, by the ASG advisor, based on the time in which the member began their duties on the board.

Section C: ASG conference, workshop and retreat expenses including lodging, registration, travel, and meals may be paid in full through ASG funds in compliance with college policy.

Section D: Mileage expenses incurred by ASG members while on official ASG business is reimbursable at the current college designated amount, through the ASG fund, if college transportation is not provided and driver has been approved according to college policy and procedures.

ARTICLE III: COMMITTEES

Section A: ASG will appoint student representatives to campus-wide committees as defined in LBCC Administration Rule A101: Councils and Standing Committees. Each ASG member will serve on at least two committees.

Section B: The student representative on each of the following committees must be an ASG Executive Officer: Board of Education, College Council and Academic Affairs.

Section C: ASG will appoint three ASG members to serve on the Student Activities and Programs Committee as outline in the ASLBCC Constitution.

Section D: The ASG President shall serve on the Oregon Community College Student Association or appoint an ASG member to serve in his/her place.

Section E: Ad Hoc committees may be established by the ASG as needed.

Section F: The ASG Vice President shall keep on file a list of current college committees and the appointed ASG member. He/She will also be responsible for recruiting committee members for all vacancies.

ARTICLE IV: ASSOCIATED STUDENT GOVERNMENT MEETINGS

Section A: All ASG meetings shall be public except executive sessions as outlined in the Oregon Revised Statutes. ASG meeting minutes shall be made available to any member of the ASLBCC upon request. ASG minutes and agendas shall be posted in the Student Life and Leadership conference room. Meeting agendas should be posted at least 24 hours prior to a meeting and minutes should be posted within 48 hours after a meeting.

Section B: It is suggested that a joint meeting of ASG members and SPB members be held from 3:00-3:30pm every other week on Wednesdays. ASG meetings will be held from 3:30-4:30pm on Wednesdays. Times can be changed with a majority vote of the ASG and availability of the ASG advisor.

Section C: ASG meetings are to be held at each of the three centers (Benton, Lebanon, Sweet Home) once per term. The Vice President/Center Representative will coordinate the meeting logistics.

Section D: Special meetings may be called by a petition signed by thirty members of the ASLBCC and presented to the ASG, or a petition signed by a majority of ASG members.

Section E: The LBCC student newspaper shall be notified in advance of any special meetings.

Section F: The ASG may use the following order of business outline:

Section G: Any member of the ASG may provide a vote by written proxy delivered, in advance, to the President of ASG.

ARTICLE V: ELECTIONS

Section A: The ASG elections shall be run according to the official ASG Election Code. The ASG shall review the Election Code on an annual basis and have the power to amend it following the process outlined in the ASLBCC Constitution.

Section B: Applicants must be fully matriculated students and meet all requirement outlined in the ASLBCC Constitution before being sworn into office.

Section C: Applicants for representative positions on the Associated Student Government shall be required to major in the academic divisions which they represent or include written permission from the appropriate Dean to represent that division with their applications. The Student Services and Education representative may be from any division.

Section D: Special elections may be called by a 2/3 majority vote of the ASG or a petition signed by 250 members of the ASLBCC.

ARTICLE VI: VACANT ASG POSITIONS

Section A: Any student applying for an appointed ASG position must complete an application and interview process and meet the same requirements as outlined in the ASLBCC Constitution and Bylaws.

Section B: The ASG may solicit volunteers for vacant positions for ten school days after the vacancy occurs if the vacancy occurs before the second week of Winter term. After ten days, the vacant position shall be filled by ASG appointment. If the vacancy occurs after the second week of Winter term, it will remain vacated until the regular general election.

Section C: Procedure of succession shall be as follows: In the event of vacancy of the Presidency, the Vice President/Center Rep. shall assume the office of the President.

ARTICLE VII: ADVISOR

Section A: The Director of Student Leadership Outreach and Retention shall serve as the Administrative Advisor to the ASG.

Section B: The duties and responsibilities of the advisor, as it relates to ASG, are as follows:

· Provide historical information to ASG

· Refer ASG members to campus resources

· Report monthly budget expenditures to ASG

· Provide recommendations to ASG regarding budgetary matters

· Provide recommendations to ASG regarding policies

· Coordinate on and off campus leadership training for ASG

· Distribute talent grants

· Coordinate and approve the Service Learning Leadership projects.

ARTICLE VIII: AMENDMENTS TO THE BYLAWS

Section A: Amendments may originate in the council requiring a majority vote of that body, or by a petition stating the proposed amendment and containing 250 signatures of ASLBCC members which shall be submitted to the ASG.

ARTICLE IX: CLUBS AND ORGANIZATIONS

Section A: Club and organization procedures shall be in accordance with the Clubs and Organizations Handbook guidelines and LBCC Administrative Regulations.

Section B: The ASG will work in accordance with the Clubs Coordinator in matters involving campus clubs.

Section C: All clubs meeting the specified criteria will be recognized by the ASG before becoming active on campus.
